For both domestic and international students the preferred method of applying is electronically, although currently this is not required. You can apply online at https://www.indiana.edu/~grdforms/deptforms/onlineapp.htm. The online application form has serious deficiencies. E.g., for listing any publications you may have it does not allow standard academic citation methods, there is no direct way of citing published software you have produced, and it is too limiting on the length of letters of recommendation. However, fill that in as fully as possible, then send any supplementary material (a curriculum vitae with publications, for example) by other means and we will attach it to your dossier in the department. If your referees find the online word limit too limiting, they are welcome to submit their letters via hardcopy or email. Note that at the end of the university online application form, there is a link to the CS department's internal form. The latter has questions specific for CS, to help us in placing you in classes and for teaching assignments. You must fill out both the university form and the departmental one. International students can download and print out the paper application at http://www.indiana.edu/~iuadmit/pdf/IUBInternationalGraduateApplication.pdf.
