Test Suite for Assignment 1

This is a suite of data for a 4 X 4 map (not a 16 X 16) map.

Notation:
Instead of using the numbers to represent counties, we use characters.
For example, the county which would have been previously called
County23 will now be called CountyBC (actually, there is a further
simplification; we will simply call that county BC.


Assumption:  The most north-western county will be called AA (so
observe that the county at the orgin will be called AD).
